video extremely choppy after format

I have reformatted twice, installed IDE, sound, graphics, and lan drivers. I have updated Windows as much as I can. I am currently running SP2, but before this 2nd format (when it still wasn't working properly) I was running SP3. Nevertheless, whenever I try to play a game such as warcraft, it gets extremely choppy. If I try to run a movie will many processes are running, it also becomes somewhat choppy. Something is wrong with my video. It wasn't like this before my first format. I have tried everything I can think of. I have also checked I am running my IDE controllers in DMA and not PIO. I have checked my graphics card temperature with rivatuner and it is 70 degrees. I have also reformatted with two different Windows XP cds. I have disabled onboard VGA. I have checked in BIOS that I am running my graphics card at 128 mb and 4x. I am ready to give up.

pentium 4, 2.4 ghz. 1 gb ddr ram. nvidia 6800. soundblaster extreme audio.

aaahhh... i reread your post, your running SP3, i had the same problem... uninstall SP3 and then see how it goes... mine was choppy when i had SP3 on my PC.

SP3 is just updates, if you have SP2 up-to-date then you won't need SP3.

no i said i tried once with sp3, and once without. i am talking about the 316 mb SP3. i manually downloaded and installed with it. both with and without SP3, the video was very choppy.
 
i'd like to add that i've also reformatted my friends laptop a couple times with the same xp versions that i have used, and the EXACT same problem is happening with his computer. i'm thinking there may be something wrong with the xp versions i have used, EVEN THOUGH i have used TWO different versions.
