what do i have to do to get the video from my video out port to work on a tv's video in? i tried installing the video software that came with the video card, but it does not install properly(know idea why).

On a laptop you can either extend your monitor in the display properties or you press Fn-F<someFkey> (it's manufacturer independant)

On a desktop you can use software, but I've found it to be junk most of the time...I've always just extended my monitor and dragged videos over and then fullscreened them

Well you need to explain how it didn't install correctly. What errors did you get or what not...

Many cards will show whatever your monitor sees during boot up. Once it gets to windows, though, it only uses the primary video.

Have you gone though advanced video settings and checked that it's actually enabled?

the regular drivers for the card work. i tired installing some varient of winTV that came with the card. when i run the program it say it was not installed properly. i tried it several time and still didnt work.

Um... Unless this is something else, WinTV is a series of capture cards by Hauppauge, NOT video card with TV out.

What you need should be in your advanced display settings as I mentioned.
