does anyone know how to reinstall vista on a blank hard drive when the BIOS is locked? thank you

If you can't get beyond your BIOS, you can't load any software, period.

You can try to reset the bios, either by the CMOS jumper or removing the battery and waiting a few hours for the CMOS to discharge.
