Vista won't boot from HDD or DVD

I've have been to a couple of forums with this problem, hopefully someone with knowledge and experience here can answer.

I've had this build working for many months, and have never had this problem.

Anyways, I restarted the computer and it goes through the boot and enters the windows startup error screen. I chose "Start Windows Normally" the first time, all that happened was it would restart the computer and go to that screen again. I tried all the other options and the same thing happens, even when trying to boot into safe mode.

I got my Vista CD and put that in, the initial loading screen would reach 100% and then the computer restarted. It would do that over and over again.

I have checked each stick of RAM individually and ran memtest86 for 18 hours with no errors. CPU temps are 35*C. I have switched hard drives and gotten the same problems.

I am out of ideas.....anyone have one for me?

Try formatting the HDD and then reinstalling vista.
Enter BIOS setup and make sure that in the boot order your CD/DVD-ROM drive is set before the hard drive.

BIOS has been set to default. First thing I did.

I have tried formatting my hard drive. I can't. It reboots right after the initial gray loading screen for windows. I have no options once I try to boot from the DVD before it reboots and starts the process all over again.

Access the boot menu which is just when POST appears, there where it tells you "Press Del to enter setup" (or whichever key your pc uses). I don't really know what key you have to press to access it, but it's one of the F-keys. And then select DVD-ROM. But when you press enter selecting DVD_ROM the bootable disk must be inside the dvdrom.

I know all this. I thought I described this clear enough.

It boots to the INITIAL loading screen. Then it reboots like NOTHING happened. I can either boot from the disk again and do it all over again.....or try to boot from the HDD which will bring up the "Windows Error Recovery" screen. Which the computer restarts no matter what is selected.
