VLC help

I have VLC and I am useing it to convert a video file I have to MP4 and it seems to work good.

One thing I don't understand is the window that lets you set the frame size so I set it to 640 wide by 480 this is ok.

Now on the same screen as this is a dropdown window that says SCALE.
And in the dropdown list it says

0.75
1.25
1.5
1.75
2

Is this the aspect Ratio?

If so I was looking for 4:3 or is this not the Aspect Ratio is the SCALE dropdown list for something els?
 
Did you see the part on that menu that says you only need to fill out one of the options? You can enter the width, height, OR scale the video from the original. The aspect ratio remains the same regardless. If you want 640x480, just enter one of those values in the width/height. The scale option lets you change the width and height proportionally from the original, so choosing "2" would make the video twice as big, and ".5" would make the video half as big.
 
If this is part of your dvd conversion, beware. The raw video from dvds in NTSC is 720x480 which is not 4:3. If your final size for a 4:3 aspect show is to be 640x480, do not scale. You have to force it to 640x480, disproportionately, no borders. I don't recollect VLC settings for that.
