What software could let me run another operating system within my current one?

Like, I'm logged into Windows 7 but I am using Windows 98 in another window and controlling it like a TeamViewer session.
 
VirtualBox. But Windows 98 isn't officially supported with VirtualBox. You'll need to Google how to configure it correctly.
 
VMware Player would be another good bet.

It doesn't consume any more power than your PC would be at that type of load anyway, and the additional RAM usage would be whatever quantity you assign the VM instance (think of it as sectioning off a specific portion of your existing RAM just for the container).
 
Besides with Windows 98 you only need a 5mb virtual hard disk and 64mb of ram.

I've used VirtualBox on a linux machine before (Host OS: Lubuntu | VM OS: Windows 7). Really easy to use. I couldn't get my games to work inside the VM tho, because of lack of 3D rendering support. I read it's possible, but it was tricky.
 
Yeah, I tried to run BF3 in VMware with Windows 7. LOL 3D rendering just isn't there and I found Windows 7 to be a little sluggish in the VM. This was on a 2.4GHz Q6600 with 6 GB of RAM. I had 8 GB of RAM, but one stick was a dud.
 
Yeah only low intensity "classic" games should really be played in a VM.
