does pixel fill rate has anything to do with picture-quality? does it determine how great the picture-quality will be?

The x850XT is an old card, it only supports DX9.0b, and older versions of OpenGL, etc. The 9600GT would be the best option.

Yeah, this is the spec to take into consideration. Any game using DX9.0c will have subpar IQ on the x800 series of cards. The card will use an older shader model thus.
