Watermark Program for Pictures?

Does anybody know where i can find a program where i can like insert text and effects like that onto photos? Possibly Free Program...

Well, I know Gimp is basically a free Photoshop clone. I would beleive you could just make a new layer for your watermark and simply set it to 25% visability, or so...
