Wavy horizontal moving lines

Which I get only while playing games, mostly on darker backgrounds.
Sometimes they move, sometimes they just stop but they still remain visible.
I have changed since summer like 5-6 graphics cards, mobo, ram, psu, drivers etc... The lines never dissapeared.
I also hooked up my friends pc on my monitor with my own vga/dvi adater and guess what? There were no lines, and we have the same VGA. Dunno what is going on but I would really like them gone. I also forgot to mention that I tried different settings in Nvidia control panel and in game / video settings. I am using a vga compatible monitor with vga/dvi adapter cus GTX 460 which I'm currently using has dvi/hdmi out only (most of my previous graphics cards had dvi/hdmi outs so I always used the adapter.

Any suggestions how to get rid of this unpleasant visual curse?

You already found the issue and you did not even realize it. Your monitor is going bad. reasoning: You already ruled out power, GPU, drivers, and RAM according to your post. You hook up a different monitor (your friend's) and the issue went away. That tells you right there it is a hardware issue in the monitor, not the system.

He said he hooked up his monitor on his friends computer and it didnt do it.

Since you tried 5-6 graphics cards, mobo, ram, psu, drivers etc and it still happens its hard to tell. Have you tried a different cable? Are you using a VGA cable with a VGA to DVI adapter? Like I said try a different cable.
