WD Elements external HD not recognized in Vista

I have two WD Element external 3 TB drives. The new one is not recognized by my computer when I plug it in. The older one is no problem and stores data well. On another site I saw a listing of what to do when one has Windows XT. Those instructions said to click on disk manager / initiate disk, etc. Can someone please list the instructions for Vista?
