Web Browser Issues

Hi, I have a Dell XPS 16 with Windows 7. I am having issues with my web browser. When I try to watch videos online if it does not load correctly the browser will freeze. As a result the computer will continue to freeze every time I try to load a video until the computer is restarted. To resolve this, I half to restart my laptop every time this happens with no guarantee the video will load once the computer has been restarted. I am using Safari, Internet Explorer and Google Chrome and the problem happens with all 3 programs. Any help would be greatly appreciated.
 
Do you have the latest version of Adobe Flash Player?
What are your specs?
Do you know what your CPU usage is during those times?
