web cache proxy

I have encountered several slow campus networks. One way to 'speed' things up could be to implement a proxy to cache web traffic. At what point would you see significant performance gain when using a web caching proxy? I know its a bit relative to network size, demand times and loads.
 
Depending on the sites they are accessing you may or may not notice a huge difference since a lot of the websites now change often. I would say you would start noticing a difference within the day depending on network usage. But I think if your network is slow you might want to dig deeper into your infrastructure. Wouldn't hurt to try the proxy though.
