Web Space needed

The company I work for is looking for web space, however we need certain things. The thing is – we need some of our guys in China to be able to access the page, and directly edit the files without an FTP client. We wouldn’t be running a website, just using the space for file storage. So, they should be able to log on with their own individual user name and password and edit the files right there, without downloading the files, and without uploading them. CPanel is something similar to what we need, only with different user names and passwords. The only thing with CPanel, unless I'm mistaken, is that with CPanel, there is only 1 logon name and that logon name can access anything within the directories. We want at least 20 logon names, and each of those 20 logon names can only access a certain directory.

it's probably not going to help you, but all i can think of thats anything like you want is gonna be the yahoo briefcase, but thats not gonna help you really, i haven't researched though so it might help you...i guess..but i'm sorry i can't think of anything
 
With c-panel, You can create sub-directorys for people, and set a quota on how much space. I'm going to talk to my host, They might be able to help you out.

Its very cheap withhim, I currently have 250MB's of spcace with 20GIGS of bandwith for 3.75 a month.

Actually if you don't mind, give them a different e-mail addy. - my work e-mail. Unless it's too late, then don't worry about it, I'll give them it. Thanks though!

Edit: Those subdirectories, the thing is, people should only be able to access a specific directory. We have about 20 people who need to use it, and they shouldn't have access to other people's files. It's almost like we need an administrator (access to all) with user accounts (20 of them, about), who only access their subdirectory.
