weird blue screen while switching programs.

There's this weird blue screen that shows while i'm switching programs.

What happens is, sometimes when I click a running program from the task bar a blue screen will show as the program pulls up for a very brief moment and then the program will cover it . What I've noticed about the screen is that it is a darker blue in the middle and layers to lighter blue to the top and to the bottom and there's some text in the center that I think is white. Does anyone know what this could be?

i think it may just be due to a lag. sometimes, when im running many programs at once and i maximize a window, my com lags a little. the blue thing that u see may be the trail of the window and the text is the title of the window. at least that i what i experience. hope i helped.
