weird german virus?

I thought id see if anyone else has seen this.... or know what it is...

a friend of mine came to me asking to fix his laptop. it is a dell, running windows 7. i have worked on it before and he always seems to get viruses. this time was much different.

when you turn it on, it shows the dell loading screen, bios check and what not. then goes to a black screen with white writing in german that (after i translated with my computer at home) says

"bootsektor of this diskette was created. they use dos command-sys to make this bootable diskette! Now put a floppy in the drive system and press a button

exactly what does that even mean... and why is it in german! lol the pc was bought in the US from i belive best buy or something like that...

my guess was he just downloaded a german virus that wiped his OS. before i go reinstalling windows... any ideas on how to save it?
 
Had one similar to this (except in was in English).

I removed the hard drive from the laptop, connected it to my PC and Microsoft Security Essentials found it immediately.

Replaced HDD in laptop and booted into windows where I removed Norton, installed MSE and MalwareBytes before running them both, finding lots of infections.

nope cant boot to safe mode. it gives me like a dell loading screen then straight to the german crap. ctl alt del also restarts to comp when i hit it only once. i can however get to the setup and boot options menus. but neither seems very helpful in this case.
 
Take the hard drive out and attach it to another system and scan it using Malwarebytes and an updated antivirus program such as MSE or AVAST.
