Weird thing going on....

My freind recently bought an ASRock motherboard and an Intel Pentium 4
3 gHz. Well, he and I were putting it together, we connected everything up, and tried to start the computer. The case fan and processor fan spins, and the "on" light on the case is glowing, but it refuses to load windows XP, just leaving a blue screen on the monitor. We are both stumped on what is going on, we tried switching graphics cards to his old one, changed power supply, and tried everything we could think of. We came to the conclusion that the motherboard was shipped faulty. Could anyone here verify that the motherboard is bad?? Or could it be another thing??
 
When do you get the blue screen? Does it POST? Do you get the blue screen while trying to install Windows?
 
We just figured out how to get into the BIOS and all that, but we still need to install windows, but I think we'll be alright.
 
Wait, you didnt install windows yet? That could be why its not loading...CAUSE ITS NOT THERE?!? Maybe im wrong and misinterpreted but that seems like a major aspect. When it askes you what to do, after it dont load windows, just pop in ur disk and click load from drive D:/ or whater ur optical drives name is.
 
Also, try another version of windows if you have one, it will be good to know you can do something
 
Since I am not getting the info I need, I'll give you some possibilities.
If the screen goes blue before POST, or before you try to load Windows (I'm assuming you mean load the windows installer from the cd), it may be a bad mobo.
If it goes blue after booting from the cd, try another cd.
It could also be a RAM problem. Try chaging the slots, and test the RAM in a different machine to be sure it works.
Could also be an overheating problem. Be sure the HSF is installed correctly. If you can get into the BIOS, check the temps. Leave it for about 10 min and check the temps again. Anything over 50c i would be worried about.
May try flashing the BIOS. Could be some bug when you use and IDE channel the system locks up.

There are still more possibilities. I'd be able to narrow this down more if you could give me more information.
