Other than Disk Defragmenter, what are some good routine diagnostic functions I can run to make my computer run faster.

You're using the wrong term. You only run diagnostics when you think there is an issue (bad memory, bad hard drive, etc.). You're just looking for utilities to keep your PC running well.
Degrag the drive every few months, and then just regularly run CCleaner to clean out temporary files that build up over time.

No, CCleaner is a third party application made by Piraform. You can run it as often as you like, but no more than weekly is necessary.

Do you recommend or see any point in using that Disk Cleanup program?
I am unwilling to pay for the upgraded versions of CCleanup, will the free version do everything I need?

The free version is everything you'll need and replaces the need for Disk Cleanup.
