what benefit from this graphic card ?

I was told that if I install this graphic card (ati radeon pci ddr 256mb gpu s9250 sb edition )it wouldn't give me much benefit for video editing , so if I install it on my DELL B110 ,2 GIG RAM ,,,,Can it give me high definition , OR 3D ,or improve my photoshop ?

I agree that you will not see any change by using a graphics card different to what you already have.
A better graphics card will improve games, frame rates etc, but have no bearing on image editing.
The problem that most people have when editing videos revolves around rendering the finished video project, and that is all about processing power and RAM, not the video capability.
 
I think I read somewhere that a future version of Photoshop was intended to harness the power of certain GPUs for image-editing purposes but I don't know how reliable that information is, nor how far into the future (or whether it's already here), nor which GPUs. :)
