I'm going to say the ZEROTherm, while the Thermalright is the best there it also weighs about a kilo, has no fan and is the most expensive. In a magazine I read the ZEROTherm came a close second. :)

for silence and no oc'ing:
go with the scythe SCINF-1000 or the Scythe SCORC-1000

i've got the SCINF-1000, it cools great and is extremely quiet at stock.
Don't know about the SCORC first hand, but it gets good reviews and doesn't look to bad (maybe get a slow running fan on it)

For the absolute TOP of the line cooling go with the Thermalright Ultra-120 eXtreme, it's expensive but it's as good as air cooling gets right now. If you get a fan on it you'll have the ultimate air cooling for your cpu.
