Does my internet speed affect my frame rates? Obviously my ISP and internet speed will affect the latency and the ms, but does it affect my FPS? What determines my FPS?
the two main things that determine your frames per second are your processor and your video card. if you are having problems, i would suggest upgrading them to an 8800GT and something like the AMD 5000 black edition, and overclocking that.
its not the framerate dropping tough. its because your connection doesnt pass you the movement data fast enough that it seems choppy at that time, but if you run fraps (or anything like it) you'll see that your framerate isnt affected.
like Lovely? said, the only thing that affects your framerate is your own pc (the hardware) the cpu, vrafics card and memory play the biggest role. (what kind of sound card you have, and the motherboard usualy matters too, very little, but it does )
In a sense you could say that your ISP has an effect on your FPS simply because if your lag a lot it won't be able to efficiently render the other players, and generally FPS monitors read this as computer lag.
