What determines the screen resolution in my games?

Might seem to be a noob question to some of you guys.

I know I have crap GPU right now which I'll be replacing soon with a high end dx9 card. I have a 17"CRT so normally my res is 1024x768. Why in some of my games I have to dumb down my res even if I have it on High settings just for the game to run smoothly? Here are some examples:

Half Life 2 / CS:S- 1024x768, High Settings w/ HDR on.
NBA Live 08- 800x600, Maximum Settings
Bioshock- 800x600, Low/Med settings
DiRT- 800x600, Med settings
Test Drive: Unlimited- 640x480, High Settings, 2xAA
 
The amount of resolution the GPU is able to handle determines it.

Hmm, you may be running alot of background stuff, because CSS played well no lags for me 1280x1024 high settings on a FX5500 1GB Ram.
 
i don't have anything running besides AVG, and it isn't scanning. i let it finish scanning my system before i play any games.
