What does "ipconfig /flushdns" do?

I was having connection problem with a laptop that was connected thru wi fi. I would get time out when I tried logging in any site. (I have another laptop wired to the router and I had no problem with that one).

I called my carrier support. They had me tried a lot of stuff that didn't work. Finally, he had me type "ipconfig /flushdns" in the command prompt. And that solved the problem.

Closed and reloaded the browser and I was able to move around websites.

Any idea what happened?
 
Does what it says? Clears your DNS cache.

Basically, its clearing saved results of requests which turn names into IP addresses. i.e. google.com into 209.148.198.212.
