What exactly happens when you sync two Android devices?

I've only ever had an Android phone, but today I got a tablet as well, just for kicks. During setup it asked about importing apps, settings, etc. from my phone, but I chose to set it up as a new device, partly because the tablet doesn't have LTE so I won't be using all the same apps anyway, but also because I wasn't really sure what this would do.

What exactly happens if I were to import my phone data into the tablet? Does it try to download all the apps I have on my phone onto the tablet? Does it change all the settings so it's exactly like my phone? And if I ever change some apps, settings, etc. on one device, will that change be reflected on the other?

Basically if your phone set for backups and you reset your phone back to original, it will automatically download all your apps again just like it was before you reset it. So I'm guessing it will download everything to your tablet just like your phone. I have both but I haven't tried it on my tablet. I have the note 3 phone and the note 8 tablet.
