What exactly is a lightscribe DVD writer

I want to buy a DVD writer. And I saw something about a Lightscribe DVD

Specifically a Liteon 20x DVD+R lightscribe, double layer DVD writer

What is the lightscribe capability. I think I saw something about a lightscribe DVD burning a label or picture onto the DVD. If so how does it do color, or am I off base.

Does it also do Cd's
