One day i turned my computer on, and i can't open control panel, i can't open task manager, or use system restore... or add and remove programs?... whats going on?...

Could be a virus, could be corrupted files or a bad hdd. Id run a scan with malwarebytes and avast or avg because virus is prolly the most probable.

YES that did the trick.. everything works normal now.. lol... 
... except i can't seem to turn aero on... but i think tahts cause my laptop is set to maximize battery over performance

Might want to check your drivers, if you had a virus of some sort it could have messed up your video drivers.YES that did the trick.. everything works normal now.. lol...
And running the system benchmark in the system properties usually brings Aero back too.
