What did you put in there? the rad?

Those temps still seem high if its surrounded by ice ?

Did you get any condensation?
 
my temps been pretty high lately and yes it was covered with ice and i couldnt even hold my hand on it for more then 5 seconds or my hands would go numb,,, how could my temps be that high on stock settings? my coolant recently ran out and now its more water then coolant, could this most likely be the problem?

... My q6600 is at 3.7GHz and it's running at 24C right now with air cooling.
yeah that's probably not necessary. my processor idles around 19-20c with air.
What are you using to monitor the temps?

Honestly I don't think putting that in ice/snow is going to do much of anything, because the liquid is flowing very fast through the radiator and the liquid won't be in the ice long enough to drastically lower the temps.

If you want lower temps, you should invest in a custom setup with higher end components.
