What is a TV tuner card?

I assume it is to make it possible to watch TV on your computer, but how? And what is the difference between one another?

if you have a pc, it's just a card you can plug into your pc. if you have a laptop, it could be pcmcia or usb. and yea, you just plug in your antenna cable or such and watch it like a tv.

TV tuners are also used as a video input card, hence you can put in video from a VCR, a DVD player, or whatever else and record it.
