What is an emulater?

depends what type of emulator you are talking about.. there are many many many different ones for different things.. game.. os.. etc..
 
No matter what type of emulator he's talking about, an emulator is perfectly legal to have. Now roms on the other hand, those can be illegal to posess.

The ROMs are legal if you own a copy of the game in question on the platform which you are emulating. And in my opinion, they aren't that good... They are a lot of hassel. It's easier to buy the console and game off of eBay and play it properly than mess about with these emulators...

Its legel to have them if you have the game, but its ILEGAL to download them, so basicly making a rom yourself if the legal way to do it.
 
Emulators can be handy when trying out games though, it is legal to have roms on your computer for 24 hours :P
 
I don't know who told you that, but no, it's not legal to own a backup copy in any form that you do not own an original copy to, not even for 24 hours. Not in any case law I've ever seen. Perhaps you're in some bizarre country that has copywrite law differing from 99.9% of the world.
