I think you mean CAS Latency. CAS Latency stands for Column Address Strobe Latency (also abbreviated CL). It is the time (in number of clock cycles) delay that you have to wait between the CAS signal and the data being transmitted to the RAM pins.

You will find many differing opinions on the best brand and model of memory.
