What is the cheapest PC i can make?

Hello all, so I want to make a super cheap PC, I only need the these things:

i686 intell cpu (32 bit is enough), video card with VBE 640×400 32-pallet mode/128-pallet mode, just one usb for a keybord, just 1MB memory + video framebuffer memory, 128MB ssd, and a sound card that can make sound (just like pacman's sounds as a example)

I dont need the other stuff (yes, no OS and gpu), and i dont realy need any performence How around much would this cost (im in norther france, around antibes if someone lives there)?
 
Sounds like you have a specific system requirement or use case in mind. That stuff is flat archaic, older than me. Finding something already assembled on the used market is your best bet, but I wouldn't expect it to be cheap since those are basically artifacts/collectibles now.
 
Something like a raspberry pi would probably suit.

Do you specifically need x86 or would you be fine cross compiling for arm?

Otherwise there's plenty of used parts you can get super cheap, even hex core unlockable phenom II's are like $10.
