What is the optimal physical partitioning configuration?

I figure, if the disk spins at a constant rate, there are more bits of data passing the heads at the outskirts of the disk than at the centre, thus it would be optimal, in terms of read/write speed, to place the operating system partition in this portion of the disk, right? Are the cylinders counted from the outside or the inside? When I view the partitions in a manager, are the managers consistent in their display of partitions with regards to their relative physical locations on the platters?

i'm pretty sure somebody a lot smarter than us engineered it to be as efficient as possible or at least include instructions on partitions and OS placement.
