What is this warning about ?

Try to connect to one page and see this :

IPS Driver Error
There appears to be an error with the database.
You can try to refresh the page by clicking here
 
IPS surely, I copy and paste that warning
I access to this page, one it says "Done" at status bar but nothing appear, just a blank page.
After that, I back to it and see this warning
Firefox like descriptions above
IE5 is "Page cannot serviced"

Does it load like a progress bar and then stop or just not do anything / immediately go to that page?

IE : progress bar but Firefox is blank progress bar, no drops and "Done"
Maybe my country is going to New Year 's Day, many people use Internet and I have weak then lost connection :(
