What is Vista SB?

I was looking into ordering Vista and I see that for example the Home Premium version is 115 dollars, but it says it is the SB version (I assume it means System Builder). What does that mean? Can I do a clean install with it or is it an upgrade version only and therefore would require a preexisting windows installed?

It means that it is basically an OEM Windows Vista (not upgrade).
