That's not a comparison to begin with there. With the voltages one is the default normal voltage with the second being the max for ocing. The first temperature seen is the maximum temp while the second in the "normal operating range". The page is simply the specifications for the AMD64 4600+ X2.

No its not, thats the difference between their 65 watts 1.20-1.25 volt and 89 watt 1.30-1.35 volt models. I have the 89 Watt model, the 65 Watt is called the Energy efficient models. Heres the same in the X2 3800
