What Paintshop Pro thing causes a pic to look like this?

How do a get a pic to look like this? i did it earlier and for the life of me cant remember what i did

Try inverting the colors.

What photoshop are you using?
MS Paint made my picture look like that when i inverted...

paintshop pro , 7 i believe, i'll try paint here

EDIT: Nope, MSP didnt do it either

It is definetly Glowing Edges in Adobe Photoshop, so I guess that it will be something similar in PSP.
