What should I do about my computer

I currently have an old desktop which is AMD 1.3 with Asus motherboard. I want to either upgrade to a new computer for $459 or build a new one. Here what i found.

NO MONITOR, dont need it

I dont really care about video card or a monitor.

I've been so behind that I just dont know which to go for. Last time I've upgraded was about 3 years ago. when AMD XP was popular. and I have Gforce 4200 128 mb.
Only game that I play on the weekend is Warcraft 3 frozen throne. majority of time i'll be browsing, couple of programs running.

There's been so many different types of processor being out that I'm so confused. Also, I would like to add a dvd burner. And finally, my budget under $500, but to save as much as possible.
BTW, some of my hardware, need IDE for my hard drive and my dvd rom. I dont have anything that runs off SATA.

For your uses, an X2 3800+ will be fine, if not overkill. However, I do suggest that you get a separate case and PSU, as the PSU's that come with the case are usually absolute crap.
 
I'm considering the AM2, but which motherboard do u guys recommend? I would either wanna go with ASUS or Gigabyte. Any suggestions? and possible upgrade later in the future, in couple of years or so
