What speed is best?

The i5 vs. the 8350 can take different memory so what would be the best CPU and speed of the memory to go with it. They have a 2133 MHz but everyone seems to go with the 1600 MHz. I want to have good ram latency. So I'm sort of at a lost here. Need some advice?

DDR3 1600 CAS 9 is probably the best bang for the buck right now. If you can get cheap 1866 that is better, but I would not spend tons extra for speeds over 1600.

CL9 is good, though crucial has CL8 available too.
