What techniques can a expert employ to see if a website visitor is using proxy?

Hello again,

I have another question as well. What techniques can a professional webmaster employ to find if a visitor is using proxy and try to identify the person.

Imagine following scenario, if a visitor uses 10 different VPN`s(assuming they are perfect vpn`s), and visits a website 10 different times, can a webmaster tell if the visitor on all these 10 occasions are the same visitor?

I believe the only thing that can be done to detect if someone is using a proxy it to compare their IP with a database of known proxies. As far as determining if different proxies are being used by the same person and identifying that person, I do not think that can be done without the cooperation of whoever is running said proxy servers.
