What to use to clean out computer components??

So I usually open up my computer every other week and use those dust-off cans, or whatever it's called (compressed air). However, it seems that on my GPU underneath the fan the dust seems to be on there a bit "firmer" then dust around the case. Just wondering what I could use to rub it out, or get rid of it. I know to get thermalpaste off my CPU I used isopropanol and the cloth that came with my glasses, same thing for dust off the GPU??

If it's on the GPU fan use a moist q-tip. Make sure it isn't too wet though, that could cause you some problem.

Sorry if my description was unclear, the dust i want to get off is actually on the video card directly underneath the fan. The cooling design is a fan with the copper coil around it with those silver things on the copper (such technical terminology haha). Anyways it's a Galaxy GeForce 8800GT and the dust is on the actual card not fan, but I do like that idea for cleaning my case fans and what not so thanks for that :)

isopropanol is fine for cleaning any sensitive parts where a Dust-Off can won't work and water is too risky, if it is on a GPU that you have removed the heatsink from, use the most pure alcohol you can get, it leaves less residue that could interfere with the thermal paste.
