What would be faster in performance?

Hey guys, I have a little question. Speaking of RAM, are timings more important than frequency? In my situation, what would be better?

5-5-5-15 @ 900MHz, or 4-4-4-12 @ 750MHz?

BTW, could tightening the timings require upping the voltage of the RAM? How do I know how much I can OC or tight the timings on RAM?
