What is the best free benchmarking tool to test and optimize or tell me how to optimize my computer?

I will have to second that one. It benches and tells you how to make it better.

I also like SiSoft Sandra, it shows you your CPU's scores in comparison to other CPU's.

3DMark is my favorite for seeing how good of a computer you have in terms of gaming.

Looks like another vote for SiS Sandra then. It does a great analysis of your whole system, and tells you how to improve it. The only thing I don't like is when it gives you big yellow warning triangles telling you that "overclocking is bad, so reverse it".
