Whats the difference between reinstalling windows xp home & installing a fresh copy?

Reinstalling - you restore that system, and as long as you have your files in My Document there is no problem

Fresh Install - deletes everything on your computer.

Different - reinstall is usually done when you corrupt the system or delete a important file. Fresh install, is usually done when you have to delete everything in your hard drive and want it back the way you got it when you bought it.
 
When you Fresh Install/Format you wipe your HDD clean. All data is lost, so you need to backup anything you want to keep on a seperate computer/HDD. You shouldn't have to do this unless you have severe OS problems, or maybe a very bad malware situation that you can't figure out.

If you format you lose everything. plain and simple. You can backup your music onto CD's or another harddrive if you want, then after the format and re-install of windows just copy them back to your computer. Same with programs. You'll have to re-install them, but if you have the CD you'll be fine, or if you have the .exe for it just back it up like you od with the music. anything you want to keep, make sure it's not left on the harddrive once you format it.
