what's the problem?

ok, so in computer club i've been working on a computer that we r trying to get working from school. the one we were given was said not to work(not turning on). so we knew it was either the mobo or psu. so what i did was switch out both of em. with a mobo and psu that i was told to be functional.

i got everything in connected, got the necessary wiring plugged in and went to turn everything on and nothing. checked and make sure the plug was on, checked the cords, they were all good. so we tried another mobo and still nothing. we heard this dog whistle-like sound from what turned out to be the psu. so next we switched that. tested on both mobo's and nothing still. what could be the problem? psu, mobo, switches?
 
Well, if the psu turns on then the switch is good.
The whisteling sound is not good, probably a capacitor screaming in pain and dying. Run a check on the psu to confirm voltages and amps. If the psu checks ok, then its the mobo or cables.
Install the mobo in a known working computer to determine if it works or not, mobo could be shorting out the psu??
Never change 2 things at once caus you'll never know which change fixed the problem.
