whats up with this wmf file

why is that in some computers running win98 you cant use an image source in HTML the wmf file in clipart while some computers also in win98 its posible?
ex. <a href="C:\Program Files\Microsoft Office\media\cagcat10\J0088542.wmf">
 
One main thing to look at is the hardware and software environments where one 98 system sees no problems while another is loaded with them. If a file is damaged or corrupted that will cause problems. If another machine is nearby and has a good copy of the file try saving it to a floppy for copy onto the problem machine. Delete the original first however.
 
both wmf file can be loaded using the clip art on my Msword. but when use the file in <a href="C:\Program Files\Microsoft Office\media\cagcat10\J0088542.wmf"> the other computer can open in IE while the other cant.
 
One possible problem could the different ISP and email client if different rather then a bad file if you already know the file is not damaged in anyway. The following refers files converted to HTML format.

HTML Files: Convert your Publisher document to an HTML File. You can then either post the files on the Web and send recipients the address to go view the files or send the HTML files to the recipient for them to view offline in their browser. If you send the files, you'll need to include all the graphics as well and make sure you set up the file so that all HTML and graphics reside in the same directory so the recipient can place them anywhere on their hard drive. Or you could take the HTML code that Publisher creates and send an HTML-format email.
