What's with "System Requirements" these days?

Hi there, Basically since 2012 I really am not too sure about the posted system requirements. Ok I get that the minimum is probably accurate, but game developers seem to no know what they are doing with the recommended requirements in my opinion. I'm not just posting to rant, I'm curious about your opinions.
Used to be that any PC game, if you want to run the game at high to max settings, you need the recommended requirements.
Basically here has been my experience. I used to have a GTX 650 ti, yes I know kind of a value card. Battlefield 4 recommends a GTX 660, yet I could only push high settings at 1280x720 resolution with my GTX 650 TI. Then with Far Cry 4, it recommends a GTX 680, yet my GTX 770 2GB, although doing fine at 1080p ultra settings, really has trouble with all the Nvidia graphics features. Maybe those features are just for the folks with a GTX 980 or higher. Then, I played the beta for Star Wars Battlefront, which recommends a GTX 970 4GB, at full settings- although it for whatever reason didn't let me set it higher than 1600x900. At this setting I was getting a solid 60fps. Mind you I didn't set the distance and what not to full. I'm just saying, maybe I need to do more research or something to fully understand it all, but at this point I wouldn't be nervous about buying a game and maxing the settings at 1080p unless maybe it recommends a GTX 980. I will admit I'm not too sure, even after some research, whether or not my GTX 770 is really that much weaker than the GTX 970, expect of course that it doesnt have 4GB of VRAM. So yeah help me out here please, what am I not understanding? Or are the recommended requirements kind of a ball park more than an accurate recommendation? Also, many games recommend an AMD FX 8500 8 core 4ghz, when my FX 6300 6 core 3.8 GHZ does just fine, without even maxing out.

thank you. And that site does a good job of comparing. GPU boss is pretty lame. That's good to know about the video cards because I would be really surprised if they came out with the next generation of a video card and it wasn't much better.
