What's wrong

Ever sense I loaded Windows 7 I have had the following problems and need help figuring out how to fix it.

While on the internet I can not view u-tube or any vidios as they start and then show like they are loading but they never get fully loaded. This is new to me as I have never had this problem before. If I try and open a picture it comes up as scrambled like solid color lines wide and you can see the picture behind the colors but it's not in order. Top is usually right then it's like it scrambled up and makes no sense. I am using both IE 8 and Firefox both are having the same problem.

I don't know if its the browser settings due to loading windows 7 pro or the internet connection my upload speed is 0.24 mb/s
download speed is 2.92 mb/s
ping is 220 ms

Any help would be appriciated.
 
Got to love windows, Well what I would like you try first of all is installing your video card drivers and the most current adobe flash. You can get your drivers at the computer manufacture web site and well get adobe at adobe.com.
 
I still don't know what is wrong. I called my I.S.P. help desk he went through a bunch of setting changes and nothing worked but we did something right and now everything is working.

Neither he nor I could tell you what we did but it worked and now I have no problems.

Thanks for the help and trying to figure out what was wrong.
