When booting and in windows red dots everwhere...NEED HELP!

View my sig first. Ive had recent problems with my hdds, I just reformatted this morning, everything was running fine and stable for 4-5 hours, then brought computer to friends house for LAN party, I took out my video card, blew it out with dust remover, put it back in and booted up. I went to install my display drivers for x1950pro, started installing then I got an error saying, "needed .net framework 2.0 or above, i didnt have it yet, and then continued with the installation, rebooted, it worked fine for 30 minutes. Then when installing other programs I had to restart. Right when my mobo posts there are lots of red and blue pixels displayed all over the screen, and when I boot into windows. When booting into safe mode monitor does not flash, but there are still pixels displayed on the screen. pixels on the screen and monitor flashes from black screen back to windows. Any suggestions?
 
hmm, its best that you install .net framework 2.0 or higher for the control panel to work. Are you overclocking the card, I know that it will happen when you overclock a card. I had a X800GT before.
 
Well, in my signiture, my card says OC. I havent oc'd it. it came factory with higher clock settings then the ATI X1950pro. this is the power color version, with oc'd clock speeds, and with the AC accerlo cooler. i reinstalled windows, installed .net 3.0, and it stops flashing on and off, but when it goes to a black screen, i see red/blue dots
