Which base is best ?

I'd probably go for the Athlon II X3 build if the competition is a Pentium Dual-Core. The extra core on the Athlon should come in handy. If it was between an i3 2100 and the Athlon II X3 though, I'd go for the i3.
 
Core count is not always deciding factor.
The pentium is 32 NM also operates at 65W
The Athlon is 45 NM and operates at 95W.

There is this as an option
CPU

MOBO

With that said I think I would still go with Intel.

Yeah I know it isn't the only deciding factor and now I'd say that the Pentium was probably better because I've now just seen it has twice as much cache. Performance wise they are pretty close on some benchmarks and miles apart on others, see here http://www.anandtech.com/bench/Product/189?vs=404 I'd now say you should probably go for the Intel.

The only reason i was any doubt is although the athlon is not as good stock, i have had it up to 3.8ghz oc stable and the bios on the amd board is much simpler to setup the oc.

Think being the intel is ahead on the majority of those tests, i will go with swapping the two over.
