Water cools better but still makes some noise; pump and fan(s).

Arctic Cooling pro series-both for AMD and Intel-very quiet-but make sure you have the room in your case--probably won't fit in a mAtx case.

^ its all about preference, why do some ppl buy 5500rpm 80mm fans for there cpus? WHO KNOWS!!! It would be Super loud, but atleast there rig is cool
, all up to personal choice, but generally for me i like it quiet, but if its got some noise i can manage, cause ima be so into my game i won't even hear it after a while.

you are better off sticking with air and getting a decent HSF
With water cooling the heat still has to be blown away, so tehre is a fan there, so you may aswell save the money of a full water cooling loop and get air, which will give you just about the same temperatures as water if you don't overclock, and not much worse (provided you get decent HSF) with a decent OC on.
If you have a mid ATX or full tower case, then either Prolimatech Megahalems or thermalright Venemous x are the best air out there now, but are pretty big, which is why a mid or full tower is needed. Both come fanless, but a couple of Noctua fans, which have lots of airflow and are quiet, will do the trick. Scythe make some pretty good fans too, but for quietness you will want a gentle typhoon.
They will work without a fan, however if your airflow in your case isn't very good, your temps will be getting hotter than you would think comfortable

A watercooling setup won't necessarily make less noise, it can actually be a lot noisier, especially with the cheaper stuff... you need to build yourself a good WC'ing setup rather than buying a kit if you want a good, silent watercooling setup. On top of that, it needs far more maintenance... these are generally for enthusiast. As people here have said, you'd probably better off sticking with a good aircooling setup, those can be next to noiseless if done right.
