for the money i'd take either of these over those every time.
extra fans wouldn't help cooling much, t would get more air to the fan but since the asus's fan and heatsink and all are better it would beat the other stock even if the other had extra fans.
the first card appears better, similar specs but an extra gig aof vram, but due to the low-end nature of the card the extra vram will no doubt go unused. for the money i'd prob grab the cheap one, but if you can the asus is no doubt a better brand, and should something malfunction (which is probably very likely for the cheap card), asus will give much better support compared to the other which is more than likely going to be of no use to you and leave you with a lighter wallet and a bad card.
also what is your power supply, i wouldn't recomend putting any of these in a computer you bought at a store as it almost definitely can't handle anything other than what is already in it, even if it says it has 3 or 400w's, it doesn't.
